The guiding Opinions on Accelerating the Development of Recycling Resources Industry

   Provinces, autonomous regions, municipalities and cities specially designated in the state plan, Xinjiang Production and Construction Corps, Ministry of Industrial and Information Technology, Ministry of Commerce,Ministry of  science and technology, relevant industry associations, relevant units:

    In order to implement "the Outline of Thirteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China", "Made in China 2025" (Guo Fa [2015] No. 28), to guide and promote the sustained,    healthy rapid development of the renewable resources industry during the        "13th Five- Year Plan" period, the following comments are made:

    First, fully understand the importance of developing renewable resources industry

    Since the "Twelfth Five-Year Plan", China's renewable resources industry has continued to expand. In 2015, China's main renewable resources recycling capacity was about 246 million tons, and the industrial scale was about 1.3 trillion yuan. A large number of renewable resource enterprises have grown and developed, and in some areas, industrial clusters has begun to take shape. The level of technology and equipment in the renewable resources industry has been greatly enhanced, and the development model has continued to innovate. The development and utilization of renewable resources has become an important source of national resource supply, and has played an active role in alleviating resource constraints, reducing environmental pollution, promoting employment, and improving people's livelihood. At the same time, however, it also faces some outstanding problems, mainly because the concept of recycling has not yet been popularized in the whole society. The recycling system needs to be improved, the degree of industrial intensification is low, the level of technical equipment is not high, and the social awareness of recycled products is low, supporting policies are not perfect, the service system has not been established, and the basic capabilities such as standards, statistics, and talents are weak.

    During the "Thirteenth Five-Year Plan" period, China's development is still in an important period of strategic opportunities that can make a big difference. Economic development has entered a new normal, quality and efficiency, transformation and upgrading of the requirements of green development is more urgent.With the social consumption of raw materials such as steel and non-ferrous metals, electrical and electronic products, plastics, rubber products and other scraps continue to increase, the quantity and variety of renewable resources have also increased significantly, and the renewable resources industry has great potential for development.

    The development of renewable resources industry is an important part of ecological civilization construction, an important means to achieve green development, and an important way to cope with climate change and ensure ecological security. Promoting the healthy and sustainable development of the renewable resources industry will play a positive role in transforming the development mode and realizing the recycling of resources. Vigorously developing the renewable resource industry is also of great significance for comprehensively promoting green manufacturing, achieving green growth, and guiding green consumption.

 

    Second, the overall requirements

    (1) Guiding ideology

    Fully implement the spirit of the 18th CPC national congress and the third, fourth, fifth and sixth plenary sessions of the 18th CPC central committee, firmly establish and implement innovative, coordinated, green, open, and shared development concepts, and strive to promote supply-side structural reforms, take the transformation and upgrading of the renewable resources industry as the main line, and strengthen the construction of regulatory standards with innovative institutional mechanisms; upgrading the level of industrial technology and equipment, increase the added value of renewable resources products, and accelerate,the promotion of renewable resources industry green, recycling, synergy, high value, specialization, cluster development, promote the development of renewable resources industry to become an important pillar of green environmental protection industry and a new economic growth point, form a development model of renewable resources industry adapted to China's national conditions, and contribute to accelerating the green development of industry and the construction of ecological civilization.


    (2) Basic principles

    Market-led, government guided, Give full play to the decisive role of the market in resource allocation, take enterprises as the main body, improve relevant support policies, and stimulate the vitality and creativityof enterprises . Strengthen the government's guiding role in system construction, policy formulation and industry development, and create a good environment for enterprise development.

    Highlight key points and implement classified policies. Focus onrenewable resources of large production quantity,strategic, and easy to recycle, guide by classification and implement by specific policy, improve technical specifications and implement customized management in key areas, varieties and fields.

  Innovation-driven, transformational and upgraded. Strengthen the combination of industry, college, research and application, promote advanced and applicable key technologies, promote business model innovation and institutional innovation, promote the transformation and upgrading of renewable resources industry structure, and leaping development.

    Pilot demonstration, model promotion. Organize the implementation of pilot demonstration projects, encourage outstanding enterprises to try first, according to local conditions, form replicable, generalizable and referable experience, and promote the development of renewable resources industry to agglomeration and specialization.

    (3) Main objectives

     By 2020, a renewable resource industrial system with sound management system, advanced technology and equipment, outstanding industrial contribution, strong ability to resist risks and sound and orderly development will be basically completed, with the recycling amount of renewable resources reaching 350 million tons.We will establish relatively sound standards and norms, make new breakthroughs in key core technologies for industrial development, foster a number of demonstration enterprises with market competitiveness, and further expand the renewable resource industry.


 

    Third, the main task

    (1) Green development to ensure the safety of the ecological environment

    The concept of greening will be integrated into all aspects and processes of the renewable resource industry chain, from recycling, sorting, transportation, to processing, recycling, remanufacturing and waste disposal, strictly implementing environmental protection, safety, sanitation, labor protection, Quality standards, promote the comprehensive utilization of renewable resources enterprises to improve the environmental protection system, strengthen the construction and operation management of environmental protection facilities, promote clean production, achieve standard discharge, prevent secondary pollution, and ensure ecological and environmental safety.

    (2) Circular development and promotion of industrial cycle combinations

    Combining the construction of “One Belt and One Road, the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, scientific planning, overall coordination of the spatial layout of industrial belt and Industrial park.Encouraging the establishment of material flow, information flow, capital flow, products between enterprises and industries, extending the chain of renewable resources industry, enhancing the added value of renewable resources products, so as to realize the recycling of resources across enterprises, professions, industries and regions. 

    (3) Synergistic development to enhance industrial innovation capability

    Strengthen the main position of technological innovation in enterprises, encourage enterprises to increase investment in research and development, strengthen the close integration of enterprises with universities and research institutes, encourage and support the establishment of innovation alliances for industry, academia and research, and jointly carry out key common technology research. Accumulate a batch of core technology intellectual property rights and accelerate the transformation and application of technological achievements. Relying on the Internet of Things and big data, focusing on key areas, aiming at the commanding heights of future technology development, building a number of industrial agglomerations, with outstanding advantages, organic integration of production, education and research, and significant leading demonstration  and upgrading  complete sets of equipment manufacturing Technological innovation capabilities.

    (4) High value development to promote product structure upgrade

    Improve resource utilization efficiency, promote the transition to high value utilization, and ensure the quality and safety of recycled products. Increase the added value of recycled products, avoid low-level utilization and "only cycle is not economical." Revise and improve the relevant standards system for renewable resource products, and encourage the use of certified renewable resource products. Implement remanufacturing projects with re-manufacturing new products mortgage. Focus on strengthening the deep processing of renewable resources and increase the added value of products.

    (5) Specialized development to improve resource utilization efficiency

   Promote the use of waste mechanical and electrical products, automobiles, electrical and electronic products, batteries and other renewable resources for large-scale and refined development. According to the characteristics of renewable resources of sub-industry and variety, the classification and guidance management of industry standard conditions and producer responsibility extension system are carried out. Relying on the service outlets of telecom operators, explores the establishment of  a new model for recycling of communication products such as used mobile phones, batteries and chargers. Relying on "Internet +", we will establish a recycling model for online and offline integration, and continuously improve the recovery rate of key varieties, especially low-value renewable resources.

    (6) Cluster development to achieve industrial agglomeration

    Encourage enterprises of  comprehensive utilization of renewable resources for agglomeration development. Encourage industry concentration through mergers, restructurings, and joint ventures. In key areas such as waste non-ferrous metals, waste plastics, and waste electrical and electronic products, relying on technological innovation to achieve large-scale development. Promote the recycling system of renewable resources, the national “urban mineral” demonstration bases, the industrial chain of resource recycling bases effectively interfaced, and establish a benign development environment for the industry, explore business models that conform to the laws of industrial development, and cultivate leading enterprises of renewable resources.

 

    Fourth, the key areas

    (1) Scrap steel

    Combine the steel production capacity and amount of scrap resources in various regions, reasonably plan the layout of scrap processing and distribution enterprises, and ensure regional market stability and resource supply. Continue to strengthen the standardized management of the scrap steel processing industry, improve the standard system of scrap steel products, promote the improvement of scrap steel utilization industry policies and tax policies, promote the use of scrap steel by steel companies, encourage scrap steel supply enterprises and steel utilization enterprises to cooperate deeply, and promote the "recycling-processing-use" of waste iron and steel "industrial chain effectively interfaced to form a scalable industrial innovation model. By 2020, the waste steel processing enterprises will be guided to standardized development, and the consumption of scrap steel will reach 150 million tons.

    (2) Waste non-ferrous metals

    We will promote the construction of a waste non-ferrous metal recycling system based on leading enterprises and pilot demonstration enterprises, and use information technology to improve the intelligence level of waste non-ferrous metals trading. Guide enterprises to enter the park, promote clean production, achieve centralized production, centralized treatment of wastewater, and prevent secondary pollution. By 2020, the utilization of waste non-ferrous metals will reach 18 million tons, including 4.4 million tons of recycled copper, 9 million tons of recycled aluminum, 2.5 million tons of recycled lead and 2.1 million tons of recycled zinc.

    (3) Waste plastics

    Vigorously promote the construction of waste plastic recycling system, support the diversification and high value utilization of different quality waste plastics. Focusing on the current varieties with large resources and high recycling rates, we encourage the demonstration of recycling of key waste plastics, promote the large scale advanced high-efficiency production line of waste plastics crushing, sorting, modification and granulation,and cultivate a group of leading enterprises. Actively promote the utilization of waste plastics with low quality and easy to pollute the environment, encourage non-polluting energy utilization of household garbage plastics, and gradually reduce waste plastics landfills. By 2020,the domestic production of waste plastics recycling scale will reach 23 million tons.

    (4) Waste paper

    Accelerate the construction of waste paper sorting and processing centers, establish large-scale waste paper storage and logistics trading centers in key areas, and effectively reduce the inter-regional  flow costs. Improve the automation level and standardization degree of waste paper sorting processing, promote waste paper automatic sorting technology and equipment, and improve waste paper recycling utilization rate and high value utilization level. Promote waste utilization and harmless disposal in the process of waste paper utilization, and reduce the environmental impact of waste paper processing and utilization. By 2020, the scale of domestic waste paper recycling will reach 55 million tons, and the domestic waste paper recycling rate will reach 50%.

    (5) Waste tires

    Develop advanced technology for tire refurbishment and remanufacturing, implement the construction of advanced technology guarantee system for tire retreading, implement product quality monitoring and management, and ensure product quality of retreaded tires. Develop and promote high-efficiency, low-consumption waste tire rubber powder, new environmentally-friendly recycled rubber and thermal cracking production technology and equipment to achieve environmentally-friendly use of waste tires. By 2020, the scale of waste tire recycling and environmental protection will reach 8.5 million tons, and the tire retreading rate will reach 8-10%.

    (6) Waste electrical and electronic products

    Actively implement the “Regulations on the Management of the Recycling of Waste Electrical and Electronic Productsand promote the recycling and utilization of waste electrical and electronic products processing catalogue products. Strengthen the resource utilization of waste electrical and electronic products, vigorously develop resources and utilize technical equipment, research and develop the evaluation index system for the utilization of waste electrical and electronic products, and establish a system of front-runnerfor the recycling of waste electrical and electronic products. Carry out pilot projects for the extension of the responsibility of producers of electrical and electronic products, and explore the formation of a model of producer responsibility extension suitable for different varieties. By 2020, the recycling of waste electrical and electronic products will reach 690 million units.

    (7) Scrapped motor vehicles

    Promote the recycling of scrapped vehicles and resource utilization equipments, actively promote the remanufacturing of engines and major components, implement the remanufacturing product certification, publish the technical catalogue of remanufactured products, formulate standard specifications for recycling of auto parts, and realize high value utilization of scrapped motor vehicle parts. Carry out the pilot recycling of new energy vehicles' power batteries,establish and improve the standard system for the recycling and utilization of waste power batteries and promote their cascade utilization. Through the innovative recycling mechanism, we will explore the establishment of a producer responsibility extension system, improve the level of resource utilization technology, and create a complete scrapped automobile resource industry chain. By 2020, the recycling rate of scrapped motor vehicles will reach 95%.

    (8) Waste textiles

    Promote the construction of waste textile recycling system, standardize the recycling, sorting and grading utilization mechanism of waste textiles. Develop the key technology of efficient continuous production, which combines the physical and chemical methods for waste bottles and chips, break through the pretreatment and separation technology of waste textiles, high-value fiber reusing and products production technology. Support the use of used textiles, used bottles to produce recycled yarn, re-growth wire, recycled staple fiber, building materials, municipal materials, automotive interior materials, building materials products, etc., to improve the recycling level of used textiles in geotechnical buildings, building materials, automobiles, home decoration and other fields.By 2020, the total comprehensive utilization of used textiles reached 9 million tons.

 

    Fifth. Major pilot demonstration

    (1) Demonstration of selected steel materials from scrap steel

    Focusing on waste steel containing copper, aluminum and other non-ferrous metals and plastics, rubber and other inclusions, developing and promoting automatic and efficient sorting technology and equipment for scrap steel, improving the quality of scrap steel materials, achieving concentrate into the furnace. By 2020, the proportion of national steel production using scrap steel reached 15%.

    (2) Demonstration of high value utilization of waste non-ferrous metals

    Develop advanced technologies processes such as raw material processing, pyrometallurgical smelting, wet separation, and valuable metal refining, carry out high value utilization of high conducting copper, yellow copper and other high-precision plate and strip production by directly making waste copper rods, improve copper, nickel, gold, silver, platinum, palladium and other metal utilization efficiency. Construct strategic rare precious metals resource demonstration enterprises of 10,000-ton regenerative high-temperature alloy, 1000-ton regenerative hard alloy, titanium and titanium alloy, molybdenum and molybdenum alloy, and tonnage above regenerative precious metal. 

    (3) Demonstration of high value and high quality utilization of waste plastics

    Focus on the development of automatic identification and sorting technology of waste plastics, separation technology of paper-plastic, aluminum-plastic, steel-plastic composite materials, development of high-value utilization technology such as waste plastic modification, secondary pollution control technology and special equipment for recycling of waste plastics. We will build a group of leading enterprises with a production scale of not less than 200,000 tons/year, and focus on supporting a number of demonstration enterprises for recycling and utilization of waste plastics that efficiently recycling and effectively promote environmental protection, and greatly improve the quality of plastic recycled products and enhance market competitiveness.

    (4) Demonstration of waste paper recycling

    Focus on areas with large amount of waste paper and large utilization, improve logistics systems such as collection, sorting, and packaging, build an electronic trading platform, provide comprehensive services such as funds, transactions, and information, and cultivate 3-5 demonstration bases of large waste paper processing and trading with more than 300,000 tons of operation, which play an important agglomeration function in the regional waste paper supply chain.

    (5) Demonstration of clean rubber utilization

    Develop recycled green rubber, intelligent, continuous complete equipment, research and development of industrial continuous tire thermal cracking technology and equipment, promote continuous closed reclaimed rubber production, negative pressure cracking and other technologies, expand application of modified asphalt, high-strength reclaimed rubber, high quality carbon black and other products, and cultivate 10 waste rubber cleaning and high-value utilization demonstration enterprises.

    (6) Pilot demonstration of the extension of the responsibility of producers of electrical and electronic products

   Focus on the implementation of electrical and electronic product recycling and resource utilization, build a group of producer responsibility extension benchmark enterprises, cultivate a number of RTPOs, including industry organizations, support some technology, testing certification and information services and other supporting institutions, to form a suitable producer responsibility extension model for the different characteristics of electrical and electronic products.

   (7) Demonstration of recycling and utilization of new energy power batteries

    Focus on the development and agglomeration areas of new energy vehicles such as Beijing, Tianjin and Hebei, Yangtze River Delta and Pearl River Delta, Select several cities to carry out pilot demonstration of the recycling and utilization of new energy vehicle power batteries, establish traceability management system through information-based means such as the Internet of things and big data, support the establishment of a universal and economic recycling and utilization model, and carry out cascade utilization and reuse technology research, product development and demonstration application.

   (8) Demonstration of comprehensive utilization of used textiles

    Promote technology industrialization of waste textiles and waste bottles separation and utilization. We will develop and popularize the rapid detection, splitting and crushing equipment for waste textiles and waste bottle pieces that are suitable for the national conditions, the key technologies for efficient continuous production that are available in both physical and chemical methods, and the recycling technologies for waste polyester, polyester cotton textiles and pure cotton textiles to develop a number of high value-added products. A standardized demonstration of the whole process of recycling, classification and utilization of waste and used textile products is formed through the joint construction of recycling system in cooperation with colleges, communities and other social recycling methods such as recycling boxes. Construct ten standardized demonstration projects of comprehensive utilization of waste textiles and waste bottles and chips.

   (9) Demonstration of innovation and development center for renewable resources industry

   Taking enterprises as the main body, we will promote coordinated innovation in the upstream and downstream industrial chain of renewable resources, strengthen the deep integration of government, industry, academia, research and application, explore the whole-process innovative development model of technological innovation, institutional innovation and business model innovation, and promote the development and growth of renewable resource industries. By 2020, around 20 innovation and development centers of renewable resources industries will be formed around the main fields of renewable resources.

   (10) Demonstration of international cooperation in renewable resources industry


    We should encourage and support strong enterprises to take an active part in international cooperation, make use of China's capacity, technology and capital advantages in comprehensive utilization of renewable resources, and promote the transformation of China's renewable resources industry from the traditional mode of "import of raw materials and export of products" to the mode of "investment and trade".By 2020, we will strive to cultivate a number of enterprises with international influence, promote a number of key projects for international cooperation, and explore ways to jointly build demonstration parks for international cooperation on renewable resources.

 

Sixth, Safeguard measures

   (i) Improving the regulatory system. We should promote the construction of relevant legal systems and speed up the process of legalization of the development of renewable resources industries. We will explore a new pattern of extending producer responsibility and establish a sound system for extending producer responsibility.We will study and establish a system for the use of renewable resource materials, include renewable resource products in government procurement catalogs, and encourage the use of renewable materials and products.We will improve the industry standard conditions for the comprehensive utilization of renewable resources and publish a list of enterprises that meet the industry standard conditions.

    (ii) Strengthening technical support. We will improve the innovation-driven mechanism for the development of the renewable resources industry and incorporate the development of common key technologies for resource recycling into the national science and technology plan.We will establish a special fund for the development of renewable resources industries and increase support for the industrialization of renewable resources' technology and equipment and the construction of public platforms.We will support enterprises, colleges and universities, scientific research institutions and other institutions in carrying out industry-university-research cooperation, and speed up the promotion and application of new technologies, new processes, new materials, new products and new equipments.We will encourage enterprises to make comprehensive use of advanced technology and equipment and promote the transformation of achievements.

    (iii) Management models innovation. Research and develop a negative list.Relying on the "Internet plus", we will establish a service platform and credit evaluation system for renewable resources industry, and promote standardized use of renewable resources by enterprises releasing environmental protection and corporate social responsibility reports.With the focus on renewable resource varieties, industrial scale, technical specifications, product standards, etc., establish a renewable resource standard system with the goal of promoting reclamation.

    (iv) Increasing policy support. We will give play to the guiding role of fiscal funds in industrial development and increase support for industrial transformation and upgrading, energy conservation and emission reduction.We will implement preferential tax policies for the comprehensive utilization of resources and accelerate the promotion and application of green products such as renewable products and remanufacturing.We will develop green credit, support eligible renewable resource enterprises, and raise funds through multiple channels such as going public, issuing corporate bonds and bills to solve the financing problems of enterprises.

    (v) Strengthening basic capacity building. We will strengthen monitoring of indicators related to the renewable resources industry, and realize technical services such as monitoring of renewable resources data, statistical analysis and product trading through big data.We should cultivate and build a talent team for the development of renewable resources industry, carry out training for key technical personnel in the industry, and give play to the leading role of industrial development professionals.

    (vi) Strengthening publicity. We should strengthen the guidance of public opinion, carry out multi-level and multi-form publicity activities, and raise the public's awareness of the important role of the development of renewable resources industry in the construction of ecological civilization.To exchange and popularize typical projects of resource recycling with good implementation effect; to organize and publish typical cases of resource recycling and utilization; to conduct publicity and promotion through various media such as on-site promotion meeting, TV, newspaper and Internet.
